That's exactly what we were dealing with here. The actuator - the motorized arm that physically pushes and pulls the gate open and closed - had completely detached from its mounting point. You can see the arm lying on the curb, disconnected and out of position. At that point, the gate is essentially manual. And on a commercial or multi-family property, that's a real problem.
Gate actuators take a beating over time. Constant cycling, weather exposure, and wear on the hardware that holds everything together can eventually cause the arm to pull away from its bracket. It doesn't always happen all at once - sometimes it starts with the gate moving slowly, or not closing all the way, before things fall apart completely.
